Special Education
The Webster Public Schools Student Services Department oversees the delivery of Special Education services for students with special needs, ages 3 to 22, as required by Massachusetts General Law 71B, State regulation 603CMR 28.00 and Federal regulation 603 CFR 300.

Special Education includes the evaluation of students who are suspected of having a disability to determine their eligibility for services. While it is ideal for students to be considered for referral through the Student Support Team (SST) at each building, parents/guardians have the right to request an evaluation of their child at any time, either through the attending school or directly through the Student Services Department.

Evaluations are conducted in the suspected area of disability. An educational team, made up of school-based professionals and the parent or guardian of the student, must determine that a student meets all three criteria to qualify for Special Education: 1. the Team must establish that the child does in fact have a disability. 2. the Team must establish a relationship between the student's disability and the his/her inability to progress effectively in regular education and 3. the Team must determine that the student requires specially designed instruction in order to progress in the general education curriculum.

For students with disabilities who are found eligible under the law, services are implemented through an Individual Education Program (IEP). Special Education intervention is individually designed based on the child’s specific needs as identified by the educational team. The objective of Special Education is to provide the support services necessary for students with disabilities to participate and progress in the general education curriculum with their peers. The Webster Public Schools are committed to assisting students found eligible for Special Education by providing services in the least restrictive environment (LRE).  The Student Services Department accomplishes this by providing a continuum of services and programs for students from ages three to twenty-two in all schools and throughout the community.

Special Education Announcements
Destruction of Student Records
Webster Public Schools
July 17, 2017

In compliance with Massachusetts Student Records Regulation, the Webster Public School District will destroy the Special Education records of any Webster student who transferred, graduated, withdrew or terminated from Special Education programs or services prior to June 30, 2010. This is in accordance with the requirement to destroy such records after a period of seven years.

Any parent/guardian or student, ages 14 years or older, can obtain their original record within two weeks of this notice. They may do so by contacting the Student Services Office, Special Education Department at 508-943-3646 no later than by Monday, August 14, 2017.

All unclaimed student records meeting the above criteria will be destroyed after the August 14, 2017 deadline.

Special Education Parent Advisory Council
The Webster Public Schools Special Education Department is please to provide this information regarding the Special Education Parent Advisory Council. The council was re-established as of October 2013 and regular monthly meetings and trainings are scheduled throughout the year. Elections are held in May of each year. The following parents are officers to the council. They are:

We hope that you will be able to become involved with the SEPAC. The SEPAC is designed to play an important role in serving as an advisory group to the District as well as providing supports and resources for parents of children with special needs. We look forward to your participation!
This notice is provided in compliance with State and Federal regulations for conducting Child Find activities in order to identify students who may be in need of an evaluation to determine eligibility for special education services.
Parents/guardians of children ages 3-22, who reside in Webster and feel their child is in need of an evaluation for determination of eligibility for special education services, can contact the Student Services Office at Webster Public Schools, 41 East Main Street, Webster, MA 01570. You may also contact you child's school directly and speak with the special education team chairperson to discuss your concerns.
Information relating to the procedure for requesting an evaluation can be obtained by calling the Student Services Office at 508-943-0104 x 20.
Webster Public Schools Integrated Preschool
2017 - 2018 School Year

In September 2017, the Webster Public Schools Integrated Preschool Program anticipates openings in both the morning and afternoon preschool sessions. This program provides children with and without special needs a quality early childhood educational experience. Each class will meet for either morning or afternoon 4- day sessions at Park Avenue Elementary School. The program follows the Webster Public Schools calendar.

Preschool applications can be picked up at Park Avenue Elementary School and at the Student Services Office in the Filmer Administration Building. Applications are also available on the Special Education Page of the district website (http://www.webster-schools.org).

Applications will be accepted between February 13, 2017 and March 17, 2017, between the hours of 10:00 a.m. and 2:00 p.m. Completed applications should be dropped off at the Student Services Office, Filmer Administration Building, located at 41 East Main Street in Webster. Applicants should bring a certified birth certificate for their child as well as proof of residency (i.e. utility bill or statement showing your current address). At the time of application, you will be asked to complete a registration packet which will be maintained with your child’s application and forwarded to the school if you child is chosen for an open slot.

An open house for all applicants will be held at the Park Avenue Elementary School in May 2017. All applicants will be expected to attend a screening appointment to be scheduled during the month of March 2017. Applicants will receive notification of this appointment at the time they complete their application. Upon completion of the screening process, children determined eligible to fill spots as typical, or non-disabled peers, will be maintained on an enrollment list and a lottery will be held, if necessary, during the week of April 24, 2017 to determine who will be placed into the available slots. Should we received more applications than we have space for, applicants not chosen at this time will remain on a waiting list to be considered for future openings. The enrollment waiting list will be maintained at the Student Services Office and used to fill vacancies that become available in the future. Parents of children who remain on the list after all vacancies have been filled will be contacted to verify that they wish to remain on the list.

Final registration will take place in May 2017 at the Park Avenue Elementary School. All registration forms, including immunization and health examination forms must be received at the time of application in order for your child to be considered for placement.

There is no registration fee and no tuition fee for the Integrated Preschool Program.

Children must be four years old before September 1, 2017, and be a resident of the Town of Webster at the time of application, in order to be eligible for enrollment for the 2017-2018 school year.

Transportation to and from the preschool program is the responsibility of the parent.

Please submit your completed application in person at the Student Services Department, Filmer Administration Building, during the designated enrollment dates and times.
